What does SABER stand for ?

SABER is a legal requirement for enterprises or companies registered in the Kingdom of Saudi Arabia (KSA) that will import products for commercial or personal use. A new required computer system based on importers, the SABER portal system enables online certification of imports into Saudi Arabia. The long-term goal is for the SABER platform to take the role of the SASO COC as the sole verification mechanism for goods clearing through Saudi Arabian customs. A Product COC and a Shipment COC must be issued by SABER for all shipments coming into the Kingdom of Saudi Arabia.

Categories on the SABER portal:

There are two categories, regulated and non-regulated, under which any product will fall under the SABER system. Only controlled cargo was required to be recorded on SABER in the past. All imported cargo must now be registered because SABER has made it essential to also register non-regulated goods as of January 1, 2021.

1. Regulated Products (Products with a High or Medium Risk) These goods fall into two categories: Additionally, included in the GCC Standardization Organization (GSO) Regulated Products are Medium & High-Risk Products. In accordance with this program, SASO will issue Technical Regulations with R-CABs' participation required that are conceptually similar to EU Regulations but tailored to the Saudi market. 2. Products Not Regulated (Low Risk Products) Through the required engagement of the R-CABs, these Regulated Products must get the Certificate of Conformity for the product and shipments through SABER portal. High-risk products are subject to conformity assessment procedures and must get the SASO Quality Mark Authorization.

Certification of Conformity (COC )

1. Product (registration) Certificate: The SABER platform's initial step is to register products according to their classification, whether they are regulated or not. A product (registration) certificate will be produced for this registration, which has a one-year expiration date.

2. Shipment Certificate: Following product registration, importers are required to provide a shipment certificate for each item they bring into the kingdom. The shipment certificate will only be good for one import for which it was issued.

Documents needed to complete a shipment certificate on the SABER portal:
• A business invoice (Commercial invoice number and invoice value will be mentioned on the shipment certificate)
• Packing order (product details like quantity and gross weight will be mentioned on the shipment certificate).
